With the nerfing of nos, and the double edged sword of neuts, there aren't all that many high slot modules.
Strict utility slots are rather useless which Amarr has quite a few.
Something useful without being overpowered would be nice.
It would be relatively easy to implement.
High slot cap batteries would be high pg, low cpu mods that carry a significant amount of capacitor.
They need to be low fitting requirements, moderate cap return.
Low slot cap batteries could be double duty with slightly higher reqs.
They could provide a smaller total cap bonus with a small bonus to recharge time.
Off the cuff stats: Large High Slot Cap Battery: 15 cpu, 100 grid.
Or something eve online high slot capacitor that.
This gives you something to put in that highslot which you derive SOME benefit from after you have fit the ship out.
As it stands, all too often that slot just sits empty.
But why don't you just use the cap batteries that are in the game already?
A couple of reasons.
No ship ingame, even on a BS level, has enough "extra" mids to use a battery.
Webs, propulsion, scrambling, ewar, sensorboosters, and shield tanks all take precedence over cap batts.
Large Cap Battery II - 100 cpu, 275 grid.
Armageddon - 450 cpu, 16500 grid.
So on a geddon I spend 33% or my midslots, 22% of my TOTAL cpu for 13% more cap?
Is it any wonder why no one uses these things, even on the most cap desperate ships ingame?
In Summary: Cap batteries could provide something of us to put in those last highslots that so many ships seem to have, but lack the fitting or mods to use them.
TBH when I start considering putting a tractor beam on my pvp ship because I can't fit or find anything else to put in that slot, then that slot is a complete waste.
Cap Batteries would be a useful mod that wouldn't be overpowered.

How about a "Large Solar Capacitor" that provides 1000 cap boost to your ship, but can only be activated once every 90 minutes.
It takes that long to "charge" the capacitor.
How about a mod that decreases your sig rad by 5%?
Or increases your drone mwd speed by x%.
At this point we just need options, period.
But high and low slot cap batteries would be a go here start.

But hey, ideas are always a good thing.
I think its kinda screwed up how they allocated slots really - wouldn't it make more sense to have made it so modules that work at range take high slots, mods that effect your own ship's electrical, weapons, propulsion, and drone systems take mids, and mods that affect your ships physical characteristics in lows?
But it would make for 2 great changes.
Un nerfing shield tanks for pvp.
Putting those mods in highs would not skew pvp toward either shield or armor tanks.
Cut down on the "I can do everything" phenomenon.
Putting all the major pvp mods in highs would make you choose between damaging your target and hurting him in eve online high slot capacitor ways.

At your fitting requirement they would be easily fitted on cruisers like rupture that have spare PG.

Overall this should boost your cap charge significantly, whilst increasing your Cap total at the same time.
As the recharge is a percentage you should benefit significantly.
